The project for extending the KRI is being considered as a matter of urgency
On April 17, 2024, a project to amend the law was urgently submitted for consideration. Specifically, it concerns the law on the “Telecommunications Law and the Law on Digital Accessibility of Websites and Mobile Applications of Public Entities.” The project includes, among other things, the extension of the validity of the National Interoperability Framework (KRI) by 2 years.
The urgent procedure means that the project will be considered by the Standing Committee of the Council of Ministers without consultations, public hearings, or reviews by the relevant committees. This acceleration is primarily due to the fact that the current executive regulations issued under Article 18 of the Act of February 17, 2005, on the computerization of entities performing public tasks, have been temporarily extended only until May 23, 2024.
The project aims to align certain provisions from the computerization section with the existing and planned European regulations, including the European Electronic Communications Code and the EU Radio Directive.
In relation to the Act of April 4, 2019, on the digital accessibility of websites and mobile applications of public entities, the project provides for a 2-year extension of the validity of the Regulation of the Council of Ministers on the National Interoperability Framework (KRI), the minimum requirements for public registers and the exchange of information in electronic form, as well as the minimum requirements for IT systems. This is intended to ensure a high level of interoperability of the public sector across the European Union (the act on Interoperable Europe).
